تحية طيبة وبعد،

يود المكتب الثقافي - بواشنطن دي سي التنبيه على جميع الطلبة بضرورة الالتزام الكامل بجميع قوانين البلد المضيف، وذلك لضمان سلامتهم القانونية واستمرارهم الأكاديمي دون أي مشاكل قد تؤثر على مسيرتهم الدراسية.

فيما يلي بعض القوانين والإرشادات المهمة التي يجب الالتزام بها على سبيل المثال لا الحصر:

1  . قوانين المرور

 • يجب الحصول على رخصة قيادة أمريكية بعد الاستقرار في السكن، وعدم القيادة بالرخصة الكويتية بعد ذلك.

 • الاطلاع على قوانين وإجراءات إدارة المركبات (DMV) الخاصة بالولاية التي يقيم فيها الطالب، حيث تختلف المتطلبات من ولاية لأخرى.

 • الالتزام بجميع بقواعد قوانين المرور، بما في ذلك السرعة القانونية المحددة، إشارات الضوئية، وتأمين المركبات، وقوانين المواقف العمومية.

 • دفع جميع الرسوم والضرائب المستحقة على المركبة إن وجدت، وذلك وفق قوانين الولاية المعنية.

 • دفع أي مخالفات مرورية في مواعيدها لتجنب العقوبات القانونية.

 • الالتزام بتسجيل المركبة والحصول على التأمين الخاص بها وتسجيلها تحت اسم مالك/ قائد المركبة.

2  . قوانين الهجرة:

 • الالتزام بتحديث وتصديق نموذج I-20 لدى المكتب الدولي للطلبة الأجانب في الجامعة.

 • الامتثال للقوانين المتعلقة بالحضور الأكاديمي وعدم الغياب غير المبرر.

• تحديث العنوان الشخصي لدى الجهات المختصة في حالة الانتقال إلى سكن جديد.

• عدم اشتراك في أي تظاهرات وتجمعات من شأنها أن تؤثر على وضعك القانوني في البلاد.

3  . قوانين السكن وعقود الإيجار:

 • الالتزام بشروط عقود الإيجار وجميع الفواتير المتعلقة بالسكن (كهرباء – مياه- غاز- قمامة) بما في ذلك دفع الإيجار في موعده وذلك لتجنب رسوم التأخير.

 • احترام قوانين السكن وعدم التخلي عن المسكن، وعلى الطالب الحفاظ على المسكن في وضع جيد، وعدم الإضرار بمحتوياته لتجنب أي تبعات قانونية ومالية.

4  . المعاملات البنكية والمالية:

 • الالتزام بشروط الحسابات البنكية، واستخدامها بشكل قانوني.

 • عدم التأخر في سداد أي التزامات مالية وعدم تجاوز الرصيد المتاح مما قد يؤثر على الوضع القانوني والمالي للطالب.

تنيه هام: 

يؤكد المكتب الثقافي أنه واستنادًا إلى لائحة البعثات، المادة (3) و (24)، فإن من واجبات الطالب المبتعث الالتزام باحترام قوانين البلد المضيف وتمثيل بلاده خير تمثيل من خلال التقيد بالقوانين والأنظمة المعمول بها. كما أن عدم الالتزام بهذه القوانين قد يؤدي إلى سحب التأشيرة (الفيزا) وفقدان صفة الدخول إلى الولايات المتحدة، مما قد يعرض الطالب للترحيل الإجباري ويهدد استمراره في الدراسة.

لذا، نحث جميع الطلبة على الالتزام الكامل بجميع القوانين والتعليمات لضمان مسيرة أكاديمية ناجحة. شاكرين لكم حسن تعاونكم متمنين لكم التوفيق والنجاح.

Circular for All Students in the United States

Dear Student,

The Cultural Office – Washington, D.C. would like to remind all students of the importance of fully complying with the laws and regulations of the host country to ensure their legal safety and uninterrupted academic progress.

Below are some of the key laws and guidelines that must be followed, including but not limited to:

 1. Traffic Laws:

• Students must obtain a U.S. driver’s license after settling in, and they may not drive using a Kuwaiti driver’s license beyond that point.
• Students must familiarize themselves with the Department of Motor Vehicles (DMV) regulations of their state of residence, as requirements vary by state.
• Compliance with all traffic laws, including but not limited to speed limits, traffic signals and parking regulations.  
• Vehicle registration and insurance are mandatory and must be under the driver’s name.
• Any applicable vehicle registration fees and taxes must be paid as required by state law.
• Traffic violations must be paid on time to avoid legal penalties.

2. Immigration Laws:

• Students must update and validate their I-20 form with the university’s international student office.
• Attendance regulations must be strictly followed, and unexcused absences are not allowed.
• Any change of residential address must be updated with the relevant authorities.
• Avoid participating in protests and events that may jeopardize your legal status in the US.

 3. Housing and Lease Agreements:

• Students must comply with lease agreement terms, including timely payment of rent and utility bills, to avoid late fees.
• Housing laws must be respected. Students must maintain property in good condition. Abandoning, vandalizing or causing significant damage to the property will lead to legal and financial consequences.

 4. Banking and Financial Transactions:

• Students must adhere to banking regulations and use their accounts responsibly.
• Any financial obligations, such as overdraft and late fees, should be paid on time to avoid legal or financial issues.

Important Notice:

The Cultural Office emphasizes that, in accordance with the Scholarship Regulations, Article 3 & Article 24, students must respect the laws of the host country and represent Kuwait in the best manner by adhering to all local regulations and legal requirements. Failure to comply with these laws may result in visa revocation, loss of legal status in the U.S., potential deportation, and jeopardizing the student’s scholarship status.

All students are urged to comply with all applicable laws and regulations to ensure a successful and problem-free academic experience.
